Michael Spencer (Chairman)

After reading physics at Corpus Christi, Oxford, Michael Spencer began a career in the City that led him to set up Intercapital in May 1986 which grew to become, in 1999, ICAP plc.

Michael is Chairman and Chief Executive of ICAP, a FTSE100 company, and the world's premier interdealer broker and leading electronic broker of fixed income and foreign exchange. He is also Chairman of IPGL, a private company which owns City Index and various other interests, and was Chairman of Numis Corporation plc.

He was Treasurer of the Conservative Party from 2006 until October 2010.

He was appointed Chairman of the Conservative Foundation in January 2011.

Meet the Board

The Conservative Foundation was launched in March 2009. The Foundation’s task is to build an endowment fund to underpin the finances of our Party in the long term, and is asking supporters to leave the Foundation a gift in their wills.

The purpose of the endowment is to pass only investment income to the Party. The capital raised by the Foundation is ring-fenced and protected, and so benefactors can take comfort that their contribution of capital will remain forever for the benefit of the Party and future generations of Conservative supporters.

The Foundation is supporting the Conservative Candidate Bursary Scheme, a £250,000 fund set up financially to support Conservative parliamentary candidates for this Parliament, with at least the same amount available in future parliaments. This scheme will be means-tested and will support candidates who otherwise could not afford to fund their campaigns. The scheme will make sure that financial means are not a barrier to standing for Parliament, meaning our Party can become more representative of the people that it serves.
